performance improvement programs, to define the levels of evaluation.

Measures skills, knowledge, or attitude changes. |

Measures changes in behaviors on the job and specific applications
of the training material. |
| 4. Business Results |
Measures business impact of the program. |
| 5. Return on Investment |
Compares the monetary value of the results with the costs for the
program, usually expressed as a percentage. |
